Application Process and Intake Department - Ages Three through Adult

The Resource Exchange’s Intake Department serves as the starting point for persons with a developmental disability to receive services in El Paso, Park, and Teller Counties. We must determine if a person has a developmental disability or developmental delay and is therefore eligible to receive services and supports

Defining Developmental Disability: A developmental disability is a disability that is manifested before a person reaches the age of twenty-two years. It is a substantial disability to the affected individual, and is attributed to mental retardation or related conditions. The disability must, produce impairment of general intellectual functioning.

Impairment of general intellectual functioning means the person has been determined to have an Intellectual Quotient (IQ) of 70 or less.

Ultimately, for one to receive services from TRE, a person would need to have an IQ score of 70 or less. Schools often perform these tests. If a person applying has been out of school for some time, a local doctor can perform the tests. They do not take long and do not involve any kind of physical activity.

What do you need? All of these items are part of your application packet

  • Application: both pages, fully completed, and signed and dated.

  • Consent to Release Confidential Information Form: fully completed, signed and dated.

  • A copy of Applicant’s birth certificate
  • A copy of Applicant’s Social Security card
  • A copy of Applicant’s Medicaid or Medicare card (if applicable)
  • Testing information (as described below)

If you are completing an application for an adult who is his/her own guardian, please be sure that person signs the Application and Consent forms.

Children under 6 years old: A child may qualify for TRE services and supports if he or she is considered developmentally delayed, based on Individual Education Plan (IEP) status in the school system or test scores. Eligibility based on developmental disability is determined at the age of 6.

Once TRE receives an Application, we begin to determine eligibility. A current psychological evaluation, with an IQ score, is needed.

Examples of acceptable testing
For full-scale intelligence quotient:

  • KAAIT-Kaufman Adolescent & Adult Intelligence Test.
  • LEITER-International Performance Scale
  • WECHSLER Intelligence Scales (Preschool, Children or Adult)
  • STANFORD-BINET Intelligence Scale

Non-Verbal Tests

  • WECHSLER Test of Nonverbal Intelligence Test (TONI)
  • Universal Nonverbal Intelligence Test (UNIT)
For younger Applicants, a school IEP from within the last three years will usually contain these scores. TRE can obtain these from your school for you, if you wish. Just let us know. If you have your own copies, however, it is best you enclose a copy of the most recent IEP and an Triennial IEP that includes test scores. This will speed the eligibility process.

The Intake Coordinator or the Eligibility Committee will determine if test results are within the established State of Colorado guidelines for supports and services. The Applicant will be notified by mail whether or not he or she has been declared eligible. If declared eligible, the next steps in the process will be included with that letter.

Please understand that while TRE serves and supports 1500 children and adults, there is still a lengthy waiting list for adult services (Supported Living Services and Comprehensive Services). TRE Coordinators will assist families with making connections to other supports available in the community.
